入境处○三年推出香港投资移民计划，九年来有逾一万四千宗申请获批，为香港吸纳超过一千亿港元投资金额，且逐年创新高，单在去年投资金额就高达三百多亿港元，较计划实施首年大增十五倍，主要投资房地产和股票，至今共约二百人获批准为永久居民。为增加计划竞争力，入境处明年将作全面检讨，包括研究是否重纳房地产投资，及如何加快审批程序。
截至今年四月，入境处「资本投资者入境计划」共批准一万四千五百多宗投资移民申请，连带二万六千多名受养人获批，包括一宗成功移民至热门讨论地点瓦努阿图的申请，九年来共为香港吸纳一千零六十三亿元投资额。
投资股票最多占四成半
其中投资股票占四成半，达四百五十八亿元；投资房地产则占四成，达四百余亿元；投资债券占约一成，达一百余亿元。至于一○年中新增的投资相连保险产品，截至四月共吸引三十八名申请人，吸纳二亿八千万元。
2010年压炒楼取消房产
投资移民计划申请逐年上升，由○三年底实施的首两个月，收到一百五十宗申请，投资约一亿元，到○七年已急增至一千八百宗申请，投资约六十亿元。助理首席入境事务主任（签证管制）郭俊峯估计，与当时楼市和股票市场上升有关；及后即使遇上金融海啸，但由于计划已发展成熟，每年吸纳的投资金额仍以倍增。
为压抑炒楼，入境处于一○年剔除房地产投资，和将投资门坎由六百五十万元，提高至一千万元，修订落实前，投资者蜂拥递交申请「赶尾班车」，催谷一○年六千七百多宗申请的高峰期，投资金额多达二百余亿元。亦令到一○年涉及房地产投资比例，拉高至四成三，投资额达九十一亿元，到去年更增至一百五十余亿元，与股票投资金额相约。
郭俊峯解释说：「当时(赶尾班车申请)其实有很多要去到一一年，才实现其投资。」令去年的投资额升至历来最高峰，冲破三百亿元，较○四年全年大幅增加十五倍，单计今年首四个月投资额亦达一百一十亿元。
拟加快审批增竞争力
他表示在○五年四月前获批来港的三百八十名申请人中，一半人已获居留权或无条件在港逗留；另一半人则不选择留港，郭解释一切都视乎个人意愿，「举个例，我们收到的申请最高年纪是八十五岁，我相信申请人目的不是要到九十二岁拿个居留权。」
入境处明年会全面检讨投资移民计划，郭表示研究范围包括检讨投资门坎、投资产品种类，例如研究房地产会否重纳入计划，以及运作模式，例如加快五个月的审批程序等，旨在增强竞争力。被问及是否会降低门坎以增加吸引力，郭笑言，「不一定，可能提高了有人会觉得更馨香。
